Inconsistent probability models given to PartialSum rate

When using the -C flag with icgrep, a fatal error

Inconsistent probability models given to PartialSum rate

is generated. A sample command executed from a build dierectory is:

bin/icgrep 'Staged' -C4 ../lib -r

A workaround has been added to master to simply report the error, but allow execution to proceed.

Git bisect found that the first commit that introduces this problem is 2f7d1147.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
