Consider a single global cpudriver with llvm_shutdown() support

It is desirable to use llvm_shutdown() to clean up and trigger statistics reports. Logically this should take place within the cpudriver, but this fails when multiple cpudrivers are used.

Consider a single global CPU driver, possibly managed with through LLVM's ManagedStatic interface itself.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
